Yes, it is a legitimate adware removal tool – I’ve used it myself to clean a machine from the VirusBursters adware. It is free, too.
However, I wouldn’t recommend it as a general-purpose adware/spyware removal tool. It removes only a relatively small class of adware programs (although it does a pretty good job removing them). If you want a free general-purpose adware/spyware removal tool, try Spybot Search & Destroy or AdAware.
